The Million Dollar Special Assessment
That's $8,500 Per Unit!
Marianella Yepez, Barbara Maimoni, Jennie Guidinio, Ihab Fadley and Zoraida Rosado have frivolously spent so much of your money, they do not have enough left to make critical improvements like replacing the roofs or fixing the roads. Their solution is to charge owners a $1,000,000 special assessment. That's $8,500 per unit! They plan on doing this after the election, so it will be too late to do anything about it once they are re-elected. Marianella and Barbara even admit it in their candidate letters! They said that "we're proud to report that total costs are closer to $1 million." They falsely claim thay can do it with a loan instead of a special assessment. Even if they could get a loan (which they cannot due to open lawsuits and our overspending), where will they come up with the monthly payments that will be between $15,000-$20,000 per month or $125 to $165 per unit per month. We are close to $100,000 over budget this year alone and they haven't reduced other spending or increased the monthly fee to cover this shortfall for 2026. We will also have to pay much more for building insurance next year because the current insurance company has canceled us and no other primary company will insure us due to the fire damaged units not being repaired for over 2 1/2 years and our decaying roofs (See below). Since our current insurance policy expires on December 12, 2025, there isn't time to go through the loan process which can take months before we have to replace the roofs to get insurance. Their only option is a massive special assessment of $8500 per unit. They have no firm commitment for a loan and are misleading you claiming they can get a loan instead of having to do a special assessment.
Vote them out by voting for Charles Wolfson, Jonathon Booth, Phillip Devinsky, Margo Wolfson and Tony Marsella. Two of us serve on another association board and arranged a private loan to replace their roofs. A comparable monthly payment will be only about $4200 per month or just $35 per month. Buy reducing all the wasteful spending of the current board including trash pickup, senselessly removing trees along the vacant field and spending $100,000 on attorney's fees, we should be able to pay most of that out of current assessments.
If elected, we promise and guarantee there will never be an $8500 per unit special assessment. To back our promise, note that In the 7 years some of us served on the prior board, we rebuilt 77 back walls and balconies at a cost of close to $700,000 that was competely paid from regular assessments. We never had or even considered a special assessment. We even LOWERED the monthly assessment the first year we served! This was done by being very frugal with your money and spending as if it was our money, which some of it was. The current board members in control waste your money recklessly as detailed below. They have created a financial disaster that we won't be able to recover from if they are not voted out.
Canceled Building Insurance Due to Gross Negligence
Marianella Yepez and Barbara Maimoni, due to gross negligence, have caused our current building insurance company to non renew our building insurance, which is required by the State of Florida, and the policy expires on December 12, 2025, only a week or so away! The insurance company sent a non-renewal notice on September 15, 2025 and apparently Marianella and Barbara concealed this from the rest of the Board for close to 3 months. The Board was only notified on December 2. The 2 reasons we were canceled are the poor condition of the roofs and the unrepaired state of the fire damaged units. This is beyond incompetence on their part. They have sat on the fire insurance money since September 2024 and only applied for building permit in August 2025 and recently began the reconstruction work. Marianella signed the contract with the contractor way back in February 2025 - 10 months ago! If they had rebuilt the fire damaged units when we received all the insurance money back in Sepember of 2024 and not wasted over $100,000 on attorney's fees and gone over budget by over $200,000, we would have had the money to replace almost all the roofs. No other insurance company will insure us without new roofs and having the fire damaged units rebuilt. Yet the current policy expires on December 12! SInce they have no confirmed source for a loan to replace the roofs and will have to spend most of the money we have left in the bank accounts on the completion of the fire damaged units, they will have no choice but to impose the huge $1,000,000 special assessment ($8500 per unit) to replace the roofs quickly so we can get insurance. They claim they can get a loan committment from a bank and sign a contract with a roofer in time, but that will take months if not longer since they have not even started the application process with any lenders. And a bank will not lend to us with any pending lawsuits. Due to their negligent delay in rebuilding the fire damaged units, we have been sued by the owner of unit 161 and the owner of unit 162 has threatened a lawsuit.
Please vote against them to stop them from damaging us fiancially even more and exposing us to tremendous losses and liability if we have no building insurance.
Massive Waste and Over Spending
The Directors currently controlling the Board have gone over budget by more than $200,000 and continue to frivolously spend your money on worthless projects while neglecting to rebuild the balconies or repair leaking roofs. They have spent almost $100,000 on attorney's fees on questionable activities when the budget was only $17,000! They have exposed us to hundreds of thousands of dollars in damages and legal fees with by neglecting to repair the fire damaged units, not making other required repairs and failing to hold an annual meeting and election in 2024.

Why Was The Grass 3 Feet Tall?
The current Directors controlling the Association led by Marianella Yepez neglected maintaining the landscaping for months while paying dubious contractors tens of thousands of dollars to supposedly cut the grass for only 2 weeks! Even the current landscape company is a tree removal service and they are being paid almost double what the old, experienced company was being paid.

State of Florida DBPR Ruling Against the Board for Not Holding an Election or Annual Meeting
In 2024, Marianella Yepez, Barbara Maimoni, Jennie Guidinio, Ihab Fadley and Zoraida Rosado did not hold a State required annual meeting or hold a fair election for Directors in November 2024 to allow you to vote for who you want to run the Association. They Illegally declared 6 candidates who were not Board members as ineligible using reasons not allowed per the Florida Statutes. As a result, the 5 current Board members automatically served another year. They even went so far as to illegally remove a duly elected Director in October 2024 and appoint Ihab Fadley to replace him so that the 5 of them could remain on the Board. Two of the candidates filed an arbitration with the State of Florida and on October 8, 2025, the State ruled that Marianella, Barbara, Jennie and Zoraida illegally removed the Board member, illegally declared the 6 candidates ineligible and illegally failed to hold an annual meeting in 2024. The State ordered a new election to be held by December 15, 2025 with all the falsely removed candidates to be placed on the ballot. They also ordered the Association to hire an election monitor, at our expense, to ensure their would be no further meddling with the election process. Lastly, they ordered the illegally removed Board member to be re-appointed and Ihab Fadley to be removed from the Board.
Since they illegally manipulated the election last year and fixed it so they could serve another year without opposition, they continue to spend recklessly and waste your money.
These underhanded actions by these Board members should not be tolerated since the Owners of Chelsea Meadows should decide who is on the Board, not 5 Board members who want to pull a fast one and stay in control without the consent of the Owners.
To make matters worse, since they lost the arbitration, we are all liable for the attorney's fees and costs of the 2 candidates that filed the arbitration. This in in excess of $14,000 and we also had to pay the Association attorney over $6,000 to represent the Association and over $1500 for the election monitor.
That's over $21,000 that Marianella, Barbara, Jennie, Ihab and Zoraida squandered so they could stay in control for another year.
That money would have replaced the roofs on 6 units!
Vote against Marianella Yepez, Barbara Maimoni, Jennie Guidinio, Ihab Fadley and Zoraida Rosado so they cannot do this again to stay in power without a vote of the Owners.

Why Did They Spend $100,000 on Legal Fees?
Marianella Yepez and the other board members spent almost $100,000 on attorney's fees when the budget was only $17,000. Most of it was spent on defending why they didn't have an election or annual meeting in 2024 which is required by Florida Statutes. They lost the arbitration and the State of Florida DBPR ruled they were wrong and now they owe over $14,000 in attorney's fees to the owners that brought the arbitration plus the thousands we paid to our attorney for a futile defense. They also are wasting your money paying 3 attorneys when we should only have 1 and paying all 3 hundereds of dollars per hour. in addition to the tens of thousands paid to the Association attorney, we are liable for over $100,000 in attorney's fees and damages to owners whose units they failed to repair roof leaks and water leaks, failed to rebuild damaged structural elements and failed to timely begin repairs of the fire damaged units. The attorney's fees we paid alone would have replaced over 30 of our decayed roofs. The prior board only spent about $3000 on legal fees in 2022. Now they want to charge us a $1,000,000 special assessment ($8500 per unit) to replace the roofs since they squandered so much of our money on legal fees.
Fire Damage Fiasco
Marianella Yepez, Barbara Maimoni, Jennie Guidinio, Ihab Fadley and Zoraida Rosado delayed beginning reconstruction of the 3 units damaged by fire in June of 2023 by over 2 years. They didnt even apply for the building permit until August of 2025, The Association received insurance money as early as September 2023 and we were fully paid the insurance money by September 2024, over a year ago. Instead of beginning repairs, they spent the money on other things according to the old property manager. Due to their negligent delays, we have been sued by the owner of unit 161. As a result, we are liable to the owners of the units for tens of thousands of dollars in lost rent and attorneys fees due to their negligence. That money we will have to pay could have been used to replace some of our badly damaged roofs.
